AI agents need identities of their own — NIST is turning delegated authority into a security architecture problem

NIST’s 2026 agent standards work focuses directly on software-agent identity, authorization, auditing and non-repudiation. For Outborn, this strengthens the case for giving agents durable identities and policy-scoped authority instead of treating every action as an opaque extension of a human session.

Minimal Outborn application ecosystem organized around AI agents, connected data and governance controls

NIST’s 2026 AI Agent Standards Initiative pushes a basic enterprise question into the foreground: when software can act autonomously, who is the actor? Agent identity, authorization, auditing and non-repudiation need to be explicit.

A durable agent identity should have an owner, application, environment, allowed capabilities, delegated authority and audit history. Delegation should preserve the initiating user or workload context instead of collapsing every action into a shared credential.

For Outborn, Account and AppKit can anchor identity and application context, Governance can carry policy and evidence, and Agent Connect can enforce capability-level access at execution time.

Identity and delegated authority are separate questions

NIST's agent-standards work highlights challenges in describing and authorizing acting software. An agent identifier should be connected to an accountable owner and an explicit chain of delegated authority; otherwise the end service cannot distinguish a permitted automation from an uncontrolled credential.

Worked example

Give an autonomous agent two requested tool actions with different risk classes. The same model identity must not imply identical permission for both actions.

What an operator should verify

Require identities for user, agent, application and requested resource; capture authorization, consent scope and changes to the delegation.
